PANGKALPINANG – Penjabat Gubernur Kepulauan Bangka Belitung Ridwan Djamaluddin menghadiri Rapat Koordinasi Dewan Pimpinan Cabang Asosiasi Pemerintah Desa Seluruh Indonesia (DPC APDESI) Kabupaten Bangka Barat, di Gedung Mahligai Rumah Dinas Gubernur, Air Itam, Pangkalpinang, Rabu (3/11/22).
“Bagi Kepala Desa yang sudah selesai, saya mohon bantu dan bagikan pengalamannya kepada yang akan melanjutkan, dan bagi yang baru atau yang melanjutkan, selamat melanjutkan tugas. Semoga niat baik bapak ibu untuk menjadi kepala desa dapat terlaksana dengan baik,” kata Ridwan.
Dalam sambutannya, Ridwan juga menceritakan pengalaman masa kecilnya yang bersekolah di Muntok, dengan keluarga besar yang masih di Muntok. Hal tersebut menurutnya erat kaitannya dengan ikatan kekeluargaan masyarakat Bangka Belitung yang masih sangat kuat.
Sehingga, dalam membina desa sebagai unit terkecil pemerintahan dan juga unit kumpulan keluarga-keluarga yang dilakukan Kades. Dalam menjalankan tugasnya, apapun yang terjadi, ia berpesan jangan lupa terhadap aspek kekeluargaan dan bertindak sebagai keluarga.
“Semangat kekeluargaan ini sangat menentukan. Tugas kita sama-sama terutama bapak ibu adalah memberikan kesempatan terbaik kepada masyarakat kita khususnya anak-anak muda untuk menempuh pendidikan setinggi yang mereka mau,” ujarnya.
Dikatakannya, pada saat dirinya berkumpul dengan para rektor perguruan tinggi se-Bangka Belitung siang tadi, diketahui angka partisipasi kuliah atau anak-anak yang berumur 19 tahun ke atas yang ikut kuliah di Universitas di Bangka Belitung, hanya 15,52 persen, dibandingkan dengan angka nasional 31 persen, dan merupakan yang terendah se-Indonesia.
Artinya, jika di Bangka Belitung ada 1 juta anak muda yang umurnya 19 tahun ke atas, maka berarti hanya 15.000 ribu orang saja yang kuliah di perguruan tinggi di Bangka Belitung, walaupun diketahui masih banyak yang kuliah di luar.
“Mengapa kita di Bangka Balitung ini secara nasional lebih rendah angka partisipasinya? Untuk itu, mohon bantuan bapak ibu, kita mendata. Tujuannya untuk meningkatkan hal itu, jangan sampai terus menerus, sehingga kita kekurangan orang-orang baik dan pintar. Karena dalam membangun masyarakat, yang paling penting adalah sumber daya manusia,” paparnya.
Pj. Gubernur Ridwan Djamaluddin juga meminta bantuan agar kepala desa mencari informasi atau akar permasalahan apa yang menyebabkan masyarakat Bangka Belitung tidak berminat untuk kuliah di perguruan tinggi.
“Nanti kita koordinasikan lagi. Jika sudah tahu penyebabnya, kita carikan solusinya. Misalnya, tidak punya uang kita akan carikan beasiswa. Misalnya lagi, tidak lulus tes, berarti kita harus bantu dengan membangun bimbingan tes. Atau, yang lainnya, kita carikan jalan keluarnya,” jelasnya.
Selain itu, dirinya juga memohon bantuan para kades agar dapat meningkatkan produktivitas masyarakat. Jangan sampai masyarakat Bangka Belitung terfokus pada pertambangan dan melupakan kegiatan bertani, nelayan, dan juga peternakan.
“Mari berganti peran. Mohon dibantu bapak ibu untuk mengampanyekan hal ini, lakukan bersama-sama dan jadikan masyarakat kita produktif,” tambahnya.
Kemudian, peran para kades juga perlu untuk mengangkat dan mempromosikan potensi lokal Bangka Belitung seperti contohnya, kuliner. Serta menanami lahan-lahan kritis akibat pertambangan untuk mendorong program Hijau Biru Babelku baik di darat ataupun di laut.
Di akhir acara, Pj Gubernur Ridwan mengungkapkan rasa senangnya karena para Kades peserta rakor, khususnya yang sudah tidak melanjutkan, masih berbesar hati dan meluangkan waktu untuk berkumpul di sini. Baginya, ini adalah tanda-tanda positif dimana sejatinya menjadi kepala desa merupakan bentuk pengabdian.
Sementara itu Ketua DPC ASDESI Bangka Barat, Beny Asbandi menyampaikan bahwa acara rakor ini juga merupakan acara silaturahmi sekaligus perpisahan antara Kepala Desa dan Pj Kepala Desa yang hadir.
Dikatakan perpisahan karena, dari 60 desa yang ada di Kabupaten Bangka Barat, 55 desa di antaranya, pada tanggal 26 Oktober 2022 lalu, telah menyelenggarakan Pilkada serentak. Dari 55 desa tersebut, 22 kepala desa yakni yang hadir di sini, ada pj kadesnya. Karena kades dari 22 desa tersebut telah habis masa baktinya sejak 2 tahun bahkan lebih.
Sedangkan 33 kepala desa lainnya masih menjabat (petahana) hingga 6 Desember 2022 mendatang. Dari 55 desa itu juga, ada 13 kepala desa lama yang tidak mencalonkan lagi, dan ada 13 kepala desa yang terpilih kembali. Sedangkan yang lainnya tidak terpilih lagi.
“Untuk itu kami berharap kepada Pak Gubernur agar dapat memberikan arahan serta bimbingan kepada kami, terkait beberapa kelompok kades di sini, agar ke depannya langkah kami lebih terarah, baik bagi kades terpilih maupun yang sudah tidak terpilih lagi,” harapnya. (*)
