PANGKALPINANG – Dewan Perwakilan Rakyat daerah (DPRD) Provinsi Kepulauan Bangka Belitung, menggelar Rapat Paripurna penyampaian rancangan anggaran pendapatan belanja daerah (RAPBD) Perubahan, di ruang rapat paripurna DPRD, Senin (30/08/2021).
Rapat paripurna langsung dipimpin ketua DPRD Babel, Herman Suhadi, didampingi Wakil Ketua I Hendra Apollo, wakil Ketua II Muhammad Amin dan Wakil Gubernur Babel Abdul Fattah.
Ketua DPRD Babel Herman Suhadi, mengatakan, Rapat paripurna penyampaian RAPBD perubahan Tahun Anggaran 2021, dilaksanakan sebagai proses mekanisme kelanjutan yang telah disampaikan dan disepakati nya Anggaran dan Prioritas Platform Anggaran Sementara (KUA-PPAS) Tahun Anggaran 2021, pada tanggal 13 Agustus 2021 yang lalu.
“Kami berharap, semoga anggaran perubahan RAPBD TA 2021 yang akan disampaikan ini betul-betul menggambarkan postur APBD yang tetap sasaran, sesuai kebutuhan, aturan dan ketentuan yang terpenting berpihak kepada pemenuhan harapan dan keinginan masyarakat bangka belitung,” ujar Ketua DPRD Babel,H Suhadi, saat memimpin rapat paripurna penyampaian RAPBD, senin (30/08/2021).
Pada kesempatan yang sama, Wakil Gubernur Babel Abdul Fatah, menjelaskan, bahwa penyusunan rancangan perubahan RAPBD 2021, tetap berorientasi pada basis kinerja.
“Basis kinerja dengan pendekatan penganggaran yang mengutamakan hasil kinerja, dengan tetap mengedepankan transparansi, keterbukaan, dan akuntabilitas serta berasaskan efisiensi, efektivitas serta tepat guna dan tepat daya,”jelasnya.
Diakuinya, bahwa tujuan yang mendasari terjadinya perubahan APBD 2021, meliputi perubahan asumsi pemikiran, asumsi perkiraan, laju pertumbuhan ekonomi, baik global maupun nasional.
Yang mengalami keterlambatan berimbas akibat dari pandemi covid -19, sehingga berimbas terhadap penurunan kinerja sektor unggulan di Babel, seperti sektor pertanian, perkebunan, kelautan perikanan, dan sektor pariwisata.
“Maka hingga saat ini Pemprov Babel telah melakukan 4 kali Perubahan Pergub atas Penjabaran APBD 2021,” Terangnya.
Gambaran umum Rancangan Perubahan APBD 2021
Belanja daerah dianggarkan sebesar Rp 2.843.516.230.217. Terdiri dari, Belanja Operasi dianggarkan Rp 1.853.513.308.272; Belanja Modal dianggarkan Rp. 572.786.156.833. Belanja Tidak Terduga dianggarkan Rp 29.451.515.218. Belanja Transfer dianggarkan Rp 387.764.750.984. sedangkan Belanja Daerah dianggarkan Rp 291.925.981.003 atau turun 45,9 persen.
Kemudian acara dilanjutkan Penyerahan rancangan anggaran pendapatan belanja daerah (RAPBD) Perubahan TA 2021 Oleh Wakil Gubernur Babel Abdul Fatah kepada Ketua DPRD Babel Herman Suhadi, didampingi Wakil Ketua I Hendra Apollo, wakil Ketua II Muhammad Amin. (Setwan DPRD Babel)
