PANGKALPINANG – Ada 6 poin penting yang menjadi catatan dan rekomendasi yang menjadi hasil rapat koordinasi dan refleksi evaluasi Anggaran Pendapatan Belanja Negara (APBN) dan Anggaran Pendapatan Belanja Daerah (APBD) Provinsi Kepulaun Bangka Belitung tahun anggaran 2022.
Keenam catatan dan rekomendasi Rakor yang dipimpin Sekteraris Daerah Babel Naziarto yakni mengintensifkan koordinasi dengan Kementerian atau lembaga, mempersiapkan dokumen yang diperlukan, menetapkan SK pengelola keuangan sejak awal tahun.
Selain itu dilakukannya monitoring dan evaluasi, meningkatkan kedisiplinan dalam melaksanakan rencana kegiatan, meningkatkan kualitas perencanaan dan mengaktualisasi pelaksanaan program kegiatan atau proyek.
Rekomendasi ini dibuat melihat dari kendala yang terjadi di tahun anggaran 2022 meliputi kegiatan tidak jadi dilaksanakan karena ditarik ke pusat, keterlambatan juknis/juklak dari kementerian/lembaga terkait, permasalahan dalam pengadaan barang atau jasa gagal lelang, barang tidak ada di e-katalog, dan keterlambatan proses, hingga perubahan pejabat perbendaharaan.
“Dengan adanya rakor ini lahirlah rekomendasi hingga solusi, serta mitigasi, agar pengelolaan anggaran di tahun 2023 dapat berjalan maksimal,” ujar Sekda Naziarto di Ruang Pasir Padi Kantor Gubernur Babel, Jumat (30/12/2022).
Untuk itu, dijelaskan sekda, pihaknya mengucapkan terima kasih kepada Kanwil DJPb Babel, dan BPKP Babel yang telah memberikan saran, dan masuk kepada Pemprov Babel. Sementara itu, terdapat beberapa poin mitigasi risiko dan rencana aksi 2023:
A. Mitigasi risiko
1. Ketidaksesuaian dengan penyajian laporan barang milik daerah dengan peraturan yang berlaku.
2. Perubahan kebijakan dana transfer Pusat.
3. Aplikasi belum optimal terkendalanya aplikasi yang sedang error atau maintenance, dan belum sepenuhnya dipahami oleh seluruh PD.
4. Jumlah berkas pencairan banyak di akhir tahun.
B. Rencana aksi
1. Asistensi penyusunan laporan barang milik daerah.
2. Koordinasi secara intensif dengan Kementerian Keuangan.
3. Melaksanakan bimtek atau pelatihan untuk seluruh perangkat daerah yang membidangi perencanaan penganggaran.
4. Koordinasi secara intensif dengan perangkat daerah.
