PANGKALPINANG – Anggota DPRD Provinsi Kepulauan Bangka Belitung (Babel), Adet dari Fraksi PDI Perjuangan resmi dilantik menjadi Pelaksana Tugas (Plt) Ketua DPRD. Hal ini diputuskan dan ditetapkan untuk menggantikan posisi rekannya Herman Suhadi yang saat ini sedang menunaikan ibadah haji.
Penunjukan usulan Plt. Ketua DPRD Kep. Babel ini berdasarkan surat DPW PDI Perjuangan Babel Nomor 084/EX/DPD-12/VI/2022 yang dibacakan oleh Wakil Ketua DPRD M. Amin di Ruang Paripurna DPRD Kep. Babel, Rabu (29/6/2022).
Seusai dilantik, Adet dalam sambutannya merasa terhormat karena mendapat kepercayaan untuk ditetapkan sebagai Plt. Ketua DPRD Kep. Babel, Ia berharap dalam kepemimpinannya mendapat dukungan pimpinan dan seluruh Anggota DPRD, mitra eksekutif, serta pihak lainnya.
“Sehingga kita dapat saling bersinergi dan mendukung langkah-langkah serta program baik dari DPRD maupun Penjabat (Pj) Gubernur Kep. Babel untuk kesejahteraan masyarakat Provinsi Kepulauan Bangka Belitung,” ungkapnya.
Selain pelantikan Plt. Ketua DPRD Kep. Babel, dalam rapat paripurna tersebut beragendakan pengambilan keputusan terhadap perubahan peraturan DPRD tentang tata tertib, namun belum dapat dilaksanakan dikarenakan fasilitasi dari Kementerian Dalam Negeri RI belum diterima.
Dilanjutkan paripurna membahas penarikan kembali Raperda Provinsi Kep. Babel tentang Penyertaan Modal Pemprov. Kep. Babel pada BUMD PT Jamkrida, dan terakhir, yaitu penyampaian Ranperda tentang Pertanggungjawaban Pelaksanaan APBD Tahun Anggaran 2021.
Pj. Gubernur Kep. Babel, Ridwan Djamaluddin dalam kesempatan itu mengucapkan selamat atas penetapan Adet sebagai Plt. Ketua DPRD Kep. Babel selama Ketua DPRD Herman Suhadi menjalankan prosesi ibadah haji.
“Kita semua segenap masyarakat Babel turut mendoakan keselamatan dan kelancaran saudara Herman Suhadi bersama dengan seluruh jemaah haji asal Kep. Babel, agar dapat melaksanakan seluruh rangkaian ibadah haji dengan sehat, khidmat tanpa halang rintang yang berarti, serta dapat kembali dari tanah suci dengan menyandang predikat sebagai haji yang mabrur,” ungkap Pj. Gubernur Ridwan.
Kedua, terkait Raperda tentang Pertanggungjawaban Pelaksanaan APBD Tahun Anggaran 2021, dirinya menjelaskan yang paling pokok dari pertanggungjawaban keuangan ini adalah sebagai upaya konkret dan niat baik pemerintah daerah dalam mewujudkan transparansi dan akuntabilitas pengelolaan keuangan daerah.
“Utamanya mengutamakan prinsip-prinsip keadilan dan kepatutan dalam mengalokasikan anggaran daerah agar efektif, efisien dan bertanggungjawab sehingga hasilnya dapat dirasakan oleh seluruh lapisan masyarakat,” tuturnya.
Ketiga, terkait Raperda Provinsi Kep. Babel tentang Penyertaan Modal Pemprov. Kep. Babel pada BUMD PT Jamkrida, dirinya menjelaskan bahwa tujuan raperda tersebut merupakan niat tulus pihaknya untuk mengoptimalkan penggalian PAD, khususnya dari sektor perkreditan rakyat, dengan harapan meningkatkan Pendapatan Asli Daerah (PAD), serta meningkatkan kesejahteraan masyarakat dan menjaga kenyamanan investasi.
Namun, setelah beberapa kali proses pembahasan, menghasilkan suatu kesimpulan bersama antara pihak legislatif dan pihak eksekutif, yang intinya untuk sementara belum dapat dilanjutkan dan harus mengalami proses penarikan kembali.
“Adapun beberapa pertimbangan berdasarkan hasil Rapat Finalisasi Pansus DPRD bersama Direktorat Produk Hukum Daerah Kemendagri tanggal 24 Februari 2022 yang lalu, menegaskan bahwa penyertaan modal tidak dapat dilaksanakan sebelum PT Jamkrida merubah status badan hukumnya yang semula merupakan perusahaan umum daerah, harus terlebih dahulu diubah menjadi perusahaan perseroan daerah,” jelasnya.
