PANGKALPINANG – Penjabat Gubernur Kepulauan Bangka Belitung, Suganda Pandapotan Pasaribu, mengklarifikasi kabar yang diberitakan sejumlah media berkenaan dengan strategi pengelolaan manajemen pertambangan timah.
Melalui keterangan resminya, Suganda menyebukan dalam sejumlah berita disebutkan jika dirinya akan menggratiskan pertambangan timah. Menurutnya banyak orang menyalahartikan tentang wacana penggratisan pertambangan itu.
Suganda menegaskan, hal tersebut bukan berarti membuka kesempatan seluas-luasnya bagi masyarakat untuk menambang.
“Izin usaha tambang secara gratis bukan berarti bisa seenaknya saja menambang. Ada aturan, batasan, dan persyaratan yang harus dipenuhi untuk memulai usaha menambang” katanya.
Gratis yang dimaksudkan oleh Pj Gubernur Suganda ialah berkenaan dengan pelayanan publik untuk pengurusan izin, laiknya pengurusan surat-menyurat.
Sesuai amanat Menteri Dalam Negeri RI Tito Karnavian yang menyinggung soal pertambangan, Pj Gubernur Suganda menyiapkan strategi dan formula agar timah yang merupakan berkah ini dapat dimanfaatkan, dan digunakan sebesar-besarnya untuk kesejahteraan masyarakat.
Salah satunya adalah dengan melegalkan usaha pertambangan timah. Syaratnya jelas, asalkan sesuai dengan aturan dan mengikat, serta tentu saja pro kepada kelestarian lingkungan. Hal itu dimaksudkan agar pemerintah dapat mengontrol usaha pertambangan ini.
Kembali disebutkan Pj Gubernur Suganda, legalitas yang dimaksud agar masyarakat bisa menambang dengan baik, dan mengikuti regulasi yang ada. Dengan mendapatkan izin, tentu saja seseorang sudah memiliki kejelasan akan lingkungan hidup, perlindungan, serta tak lupa akan kontribusinya, baik kepada daerah maupun negara.
“Hal itu tentunya akan menguntungkan semua pihak, dan tidak ada orang yang dilarang asal sesuai dengan aturan. Jadi sudah jelas, bahwa legal bukan berarti menabrak aturan, dan merusak” kata Suganda tanpa merinci media dan berita mana yang dimaksud.
Dalam perizinan usaha pertambangan timah harus melalui serangkaian izin turunannya yang menyertai, seperti Rencana Tata Ruang dan Wilayah (RTRW), pengurusan Analisis Mengenai Dampak Lingkungan Hidup (AMDAL), serta edukasinya.
Persyaratan lain yang harus dipenuhi seperti aspek lingkungan, kesehatan, dan keselamatan kerja, juga penegakan hukum terhadap pelanggaran. Kemudian, berkenaan kontribusi terhadap daerah dan negara.
“Jadi, kelestarian lingkungan menjadi prioritas demi kelanjutan generasi mendatang. Kita ingin dengan sumber daya yang ada di Bangka Belitung ini, bisa dinikmati untuk kemaslahatan semua masyarakat yang ada di Bangka Belitung” ungkapnya.
Sektor pertambangan ini diharapkan dapat dikelola dengan baik, menguntungkan masyarakat, tidak ada yang dirugikan, dan semua berjalan dengan baik. Artinya, tata kelola pertambangan ini diatur dengan baik.
Oleh sebab itu, Pj Gubernur Suganda menekankan agar masyarakat lebih jernih dalam menilai kebijakan yang dikeluarkan pemerintah. Tentunya, dalam mengeluarkan kebijakan itu pemerintah tetap mengandalkan pro kerakyatan.
“Semoga setiap kebijakan dan apa saja yang kami sampaikan dapat dipahami lebih jernih oleh masyarakat. Kami mohon juga agar setiap pernyataan yang kami utarakan, untuk disampaikan secara utuh kepada masyarakat, jangan sepotong-potong, apalagi dipelintir,” katanya. (*)
