MENTERI Koordinator Perekonomian Airlangga Hartarto menilai Bank Pembangunan Daerah (BPD) memiliki peran strategis dalam pemulihan ekonomi di daerahnya sehingga turut berkontribusi terhadap Pemulihan Ekonomi Nasional (PEN).
Dia menuturkan, ekonomi nasional tentunya bergantung pada kemampuan masing-masing daerah untuk menemukan komoditas atau produk yang dapat ditingkatkan nilai tambahnnya. Adapun pada tahun ini, pemerintah memproyeksikan ekonomi nasional dapat tumbuh 5,2%.
“BPD memiliki peran strategis terutama untuk pemulihan ekonomi di daerah dan BPD diharapkan lebih kompetitif, kuat dan kontributif dan utamanya juga bpd menjadi penyalur KUR yang sangat diminati usaha kecil dan menegah,” ujar Airlangga dalam webinar Warta Ekonomi bertajuk BPD untuk Daerah: Menagih
Strategi & Inovasi BPD untuk Pemulihan Ekonomi Daerah di Jakarta, Jumat (25/2/2022).
Lebih lanjut, Digitalisasi yang dilakukan BPD diharapkan dapat mndorong peluang dan akses yang lebih luas kepada masyarakat dan bisa mndorong masyarakat lebih inklusif dan mudah mendapatkan layanan BPD.
“Saya berharap BPD terus memberikan pinjaman modal dan bila diperlukan diberikan restrukturisasi, sehingga UMKM bisa bernafas dalam situasi pandemi Covid-19 dan tentu mmpertahankan para pekerjanya sehingga bs ikut serta dalam pemulihan aktivitas bisnis yang pada akhirnya meningkatkan pemulihan ekonomi nasional,” tuturnya.
Senada, Direktur Jenderal Bina Keuangan Daerah Kementerian Dalam Negeri Agus Fatoni, mengungkapkan bahwa guna memenangkan persaingan, BPD mau tidak mau harus masuk ke dalam digitalisasi. “Guna mendorong pelaksanaannya, Asosiasi Bank Daerah (Asbanda) harus memerankan fungsinya mensinergikan BPD agar lebih efektif dan efisien,” pungkasnya.
Lebih lanjut, katanya, sinergitas juga merupakan kunci sukses BPD untuk berkontribusi besar dalam mempercepat pemulihan ekonomi. “Dengan kekuatan yang saling mendukung antara perbankan daerah sebanyak 26 BPD, kemudian 204 BPR milik Pemda, dan 18 Jamkrida, tentunya pemulihan ekonomi dapat terealisasi dengan cepat,” ucapnya.
Dalam kesempatan yang sama, Direktur Utama Bank Banten Agus Syabarrudin mengatakan, untuk mengoptimalkan kekuatan funding di daerahnya, pihaknya telah mencanangkan terbitnya Peraturan Daerah (Perda) tentang Ekosistem Perekonomian Banten
“Harapan kami semua potensi di Banten bisa betul-betul terjalin baik sehingga upaya kita mngoptimalkan dana di Banten kemudian disalurkan ke sektor-sektor produktif bisa menjadi peran yang besar bagi BPD dalam hal ini Bank Banten sebagai lokomotif kebangkitan ekonomi Banten untuk menunjang pertumbuhan ekonomi nasional yang 5% tadi,” tukasnya.
Sementara itu, Direktur Utama Bank Kalsel Hanawijaya mengatakan, ada lima peran penting Bank Kalsel dalam menunjang pertumbuhan ekonomi di daerah dan membantu program Pemda.
“Pertama, sebagai komersial bank, dia (Bank Kalsel) harus memberikan laba sebagai kontribusi pendapatan asli daerah. Kedua, kita harus membuka akses keuangan yang lebih luas kepada sektor UMKM dengan membentuk satuan kerja khusus. Ketiga, membangun ekosistem keuangan daerah untuk memperluas coverage layanan. Keempat, sebagai development bank mendukung program-program Pemda dalam pemerataan pembangunan, dan Kelima mndorong literasi dan edukasi keuangan masyarakat serta memperluas jangkauan layanan kepada unbanked segmen,” jelasnya.
Di sisi lain, Direktur Utama Bank Kalteng Yayah Diasmono memaparkan, proyeksi Bank Kalteng yang berfokus pada sektor perkebunan kelapa sawit besar swasta dan perkebunan sawit rakyat.
“Bank Kalteng telah memiliki produk kredit komersial dan kredit pertanian (kemitraan) untuk pembiayaan sektor kelapa sawit. Melalui dana CSR BPD Kaiteng membantu pendirian BUMDES. Penyaluran kredit modal kerja dan/atau kredit Investasi. Tersedia PKS antara ATR-BPN dengan BPD Kalteng untuk peningkatan SKT menjadi SHM. Dan produk Kredit Pertanian (Kemitraan) disalurkan langsung kepada pekebun/ Kelompok Tani Sawit dan BUMDES,” katanya.
Mengamini peryataan Airlangga, Direktur Riset CORE Indonesia Piter Abdullah mengungkapkan, BPD memiliki peluang besar untuk berkontribusi bagi perekonomian nasional. Pasalnya tidak ada perekonomian nasional, yang ada hanyalah perekonomian daerah dan potensi ekonomi ada di daerah.
“Maka ini adalah potensi BPD sebenarnya karena BPD kan tuan rumah di daerahnya. Menurut saya peluang ini belum dimanfaat secara penuh oleh BPD-BPD kita di semua daerah,” kata Piter. (**)
